Rushing - Iro with fan patch have a very strong BB toma rush. actually the best turtle civ is china in my opinion, well placed village can provide early semi-free tower which need garrison villager for just in case, build tower bside village to form a well surrounding defense line which can provide good defense while boosting ur economy with tie with Russian which provide -15 villager training time, build wall between them if wanna save some wood cost(separate them wisely, make sure you can transform them into gate), it does provide good enough.
